Yebbut there are 10,000 fraudulent passports sent out every year, and two of them are sorta turrists. So you can easily see why the entire population should be inconvenienced. Instead of, say, getting some civil servants to knock it off with the sending out of fraudulent passports already.

Now that terrorists will have NO CHANCE AT ALL of obtaining fake passports, I suppose that means the War on Turr is over. You should be celebrating instead of carping.
